"Russian Week of Public & Private Partnership" (PPP) was focused on attraction of investments to development of regional and municipal infrastructure. Doctor of Philosophy Valery V. Ivanov, full professor of the Academic Department of Finance & Monetary relations of the RFTA, Advisor to the Prefect of Zelenograd Administrative District participated in the forum. The participants discussed the best practices in Russian regions, allowing for breakthrough in the area of healthcare, housing and utility sector, road construction and development of infrastructure service lines.

Almost every discussion was attended by governors of the leading regions of the country, heads of Russian ministries and administrations. The involvement of private investors in the projects of infrastructure modernization under budgetary constraints, not only results in substantial savings, but also provides for development of business leaders’ competence, development of industrial production and agriculture and gives an impetus to extra-budgetary flows to the region.

Within the framework of the forum the regions were rated in terms of PPP development. For the first time in recent years Moscow has demonstrated the most significant breakthrough in development of conditions for PPP projects implementation and was rated #1. This is due to creation of a favorable institutional atmosphere in the city combined with developed regulatory and legal framework, mature decision making system and availability of skilled professionals.

In their presentations the speakers often stressed the idea of attraction of "long" money to PPP in the form of project financing and issuing bonds which would allow to get real financing. Talking about completed projects they demonstrated the models attractive for investors and operators of PPP environment, which allow to improve the quality of services provided to the population; they also gave the examples of actual management of the sources providing return on investments. For instance in 2004 PPP in Zelenograd allowed to introduce the automated passenger control system on public transport and to implement a number of other infrastructure projects.

The subject of the forum has left nobody indifferent.
