On June 19-20, 2017 Naryan-Mar hosted the conference "Northern Delivery - New Ways and Opportunities" with participation of "Northern Delivery " project office of the RFTA of the Ministry of Economic Development of the RF supported by the Administration of Nenets Autonomous Area. The partners of the event were PJSC "MMC Norilsk Nickel", JSC "Yenisei River Shipping Company". The host was the North-West Development and Investment Promotion Agency, the operator is EMG / ESB.

According to expert estimates of the project office "The Northern Delivery" in total, almost 110 billion rubles were allocated from the various sources for the Northern delivery campaign in 2016. This amount does not include the costs of large companies and military expenditures. Since there is no single cargo monitoring system in the macroregion, it is difficult to estimate the volumes and product mix. Moreover, there is a difficulty in finding solutions in the sphere of life support for remote territories, which is also connected with the absence of a single executive authority responsible for the Northern delivery, involvement of a huge number of participants, having different economic interests, the collapse of the old system of centralized supply of northern territories and absence of the new one, which was supposed to accumulate state regulation and a market mechanism.
As a result, northern life support system is subject to annual failures with the threats of freezing and evacuation of people. "The existing interdepartmental disunity and absence in the legislation of a clear definition of the Northern delivery, meeting modern conditions, reduces the prospects for developing a unified approach for regions in the delivery of goods to the remote areas. Therefore, the most important task of the "Northern Delivery" project office of the Russian Foreign Trade Academy of the Ministry of Economic Development of the RF is to develop unified procedures that will create conditions for introduction of digital technologies, use alternative energy sources, establish a system of staff training and professional development, introduce modern types of communication to ensure a higher standard of life quality of the population of the Far North, "- said Julia Zvorykina, director of the project office" Northern Delivery " of the Russian of Foreign Trade Academy of the Ministry of Economic Development of the Russian Federation.

During the Conference, the participants discussed modern tendencies in the management of supply chains, the creation of an integrated information and telecommunication platform for management of the shipments of goods, as well as the opportunities for improving the contract system in place for implementation of the Northern Delivery. Considerable attention was paid to the implementation of Federal Law No. 44-FZ of April 5, 2013 "On the Contract System of the Federal and Municipal Procurement of Goods, Works, and Services” , arising complexities and possible ways to overcome them.

Alexey Yeremeyev, Deputy Governor of the Nenets Autonomous Area - Head of the Department of Construction, Housing and Communal Services, Energy and Transport of the Nenets Autonomous Area, delivered a speech on behalf of Igor Koshin, the Governor of the Nenets Autonomous Area: "The North Delivery for the area, which does not have a year-round ground to ground communication with the mainland is the most important strategic process. During short northern summer, we have to deliver by river and by sea life-sustaining resources to the villages of the region for a year ahead." A.Yeremeyev in his speech focused on two issues important for the region: lending instruments for northern delivery operators and government support to refresh infrastructure that provides for the Northern delivery.

The business program of the first day started with the Plenary Session on the topic "Northern Delivery as a Factor of Sustainable Development of Remote Territories". Within the framework of the meeting, the participants discussed the prospects for the development of the Northern Sea Route as Northern Delivery Arterial Road, influence of the state plans for development of the Arctic on efficiency of of the Northern delivery organization, the possible ways of delivering a single transport operator in the Arctic, and innovations in the public procurement system starting January 1, 2017. They also touched upon the issues of improvement of the regulatory structure by formalizing the procedure for the implementation of the Northern Delivery, development of a specialized trading platform for the Northern delivery and promotion of transport safety.

Alexander Kiryukhin, Deputy Head of the Federal Agency for State Reserves (Rosrezerv) noted that an important task is to provide for well-being and harmonious development of the Far North and the regions equated with it, which requires integration of the efforts of authorities at all levels, of business structures of various sectors of the economy , of scientific organizations. "Today, various mechanisms are being worked out to transfer material values of the state reserve providing for the maximum efficiency of deliveries within the framework of the Northern delivery," said Mr. Kiryukhin. - Possible options: first - at a price set by an independent appraiser, at the disposal of the executive body of the subject of the Russian Federation; second - at the price set by an independent appraiser, at the disposal of organizations authorized by the administration of the entity. The latter option was successfully applied when providing assistance to the regions of the Far East affected by the flood of 2013, when the main task set was to prevent a jump in prices for socially important goods.

Andrey Kushnirov, Deputy Director General for Water Transport of Oboronlogistika LLC, told the participants of the Conference that the annual growth of military construction for the next 10 years will be at least 10-15%, in this connection the further development of the transport system of the Russian Defense Ministry in the Arctic Zone will be aimed at improving the quality and cost-effectiveness of solving problems and should correspond to the growing volume of military cargo transportation. "Before the end of June of the current year, the government of the Russian Federation will sign the decree , providing for nomination of Oboronlogistika LLC as the sole executor in 2017-2018 of the Russian Defense Ministry procurement of works (services) related to the delivery by sea transport of troops and cargoes to the Arctic and Kuril Islands Zone", A.Kushnirov specified. "Pursuant to the assignment of the President of the Russian Federation and with active participation of the Ministry of Defense of the Russian Federation, on May 12, 2016, a trilateral agreement was signed. The Agreement specifies conditions for establishment of a consortium of organizations working in the Arctic and the Kuril island areas in the interests of the Russian Defense Ministry, consisting of "Oboronlogistika" LLC, "Sovfraht" PJSC and "Far East Shipping Company» PJSC ( «FESCO» Group). The Consortium's combined fleet has everything it needs to provide Russian Defense Ministry with uninterrupted transportation in the Arctic zone and Kuril Islands.

The constituent entities of the Russian Federation that carry out the Northern Delivery were represented at the Conference. For example, the Republic of Sakha (Yakutia) shared their experience. "Annually for the needs of the Republic of Sakha (Yakutia) more than 3 million tons are transported to the destinations by inland water transport, of which 1 million 500 thousand tons are life-supporting goods. The volumes of transportation of goods by road in winter amount to about 700 thousand tons. Given the inaccessibility of settlements and lack of transport links, inland water transport is a non-alternative mode of transport for the transportation of goods to the Arctic zone of the Republic of Sakha (Yakutia), as well as of the Chukotka Autonomous Area and Magadan Oblast", said Alexey Kolodeznikov, First Deputy Chairman of the Government of the Republic of Sakha (Yakutia). For the complex solution of the problems of water transport in the Lena basin the Ministry of Transport and Road Facilities of the Republic of Sakha has developed and approved a regional program "Development of Inland Waterways and Inland Water Transport of the Lena Basin", with consideration of the requirements of the Ministry of Transport of the Russian Federation with a total funding of 29 billion rubles.

The delivery of cargoes to the northern regions of the Krasnoyarsk Territory was highlighted by Alexander Orlov, Director of the Arkhangelsk transport branch of PJSC MMC Norilsk Nickel. "In the Krasnoyarsk Territory, the most economical way of delivering the goods essential for people is water transport - along the Yenisei and the Angara during the entire navigation and in the brief period of spring flood along the remaining tributaries of the Yenisei River," said A.Orlov. "Among transport enterprises of the corporate structure of Norilsk Nickel "Yenisei River Shipping Company "(ERP) occupies a significant place, its fleet amounts to more than 600 units. In the recent years, the share of the ERP in the total volume of the Northern delivery of the Krasnoyarsk Territory was about 90%, in 2016, ERP vessels delivered 78 thousand tons of liquid fuel and more than 147 thousand tons of coal to the northern regions of the Territory." Norilsk Nickel itself, having vessels of high ice class, supplies Norilsk industrial region along the Northern Sea Route."

The program was continued by the session "Transport and Logistics of the Northern Delivery", within the framework of which the participants discussed the issues related to ensuring the transport accessibility of the Far North territories for the population and cargoes, the mechanisms for development of depot system, the use of winter vehicles as an alternative to amphibious and drone delivery systems, as well as key means of transport in the implementation of the Northern delivery and the possibility for creating a common schedule of freight traffic. Andrei Smirnov, Shipping Director, Atomflot (Federal State Unitary Enterprise ) told the participants about the development of the nuclear icebreaking fleet to support the Arctic projects: "In 2008, in pursuance of Presidential Decree No. Pr-2006 of 26.09.2008 ‘On ensuring sustainable operation of the nuclear icebreaking technological complex’ they first raised the issue of building an atomic icebreaker of a new generation of increased capacity to provide year-round navigation in the Northern Sea Route. In 2016, the State Program of the Russian Federation "Socio-economic development of the Arctic zone of the Russian Federation for the period until 2020 and beyond" provided for financing within 2018 - 2025 of technical design and construction of the nuclear-powered icebreaker "Leader in the amount of 78.38 billion rubles.

The second day of the Conference continued with a discussion "New Approaches and Technologies for Effective Provision of the Territory of the Far North". "For the high-quality implementation of the Northern delivery, we must avoid formalism in the evaluation of requests, promote a combination of centralization and decentralization, the transition to a special electronic platform, the formation of a circle of reliable suppliers, the creation of real accountability for the performance of contracts and the introduction of standard competitive procedures," said Andrei Sidorenko, "Institute of Legislation and Comparative Jurisprudence under the Government of the Russian Federation". In addition, the participants discussed the prospects for the application of new transportation systems and construction technologies in the Arctic, the possibility of using alternative energy sources, including the use of solar energy. Also, the participants discussed the possibilities of alternative energy sources for the optimization of the Northern delivery.

Alexander Agarkov, Deputy Head of the Department of Energy and Energy Saving of the Ministry of Housing and Communal Services and Energy of the Republic of Sakha (Yakutia), presented the Local Energy Optimization Program of the Republic of Sakha (Yakutia), providing for replacement of the existing generation facilities of Sakhaenergo, due to their technical conditions, by economically efficient modern energy generation facilities, including the increase in the share of cheaper energy resources - oil, gas, renewable energy. The experts considered the program of transfer of heat generation facilities to gas in the Far North and the regulation of procurement for the needs of the Northern delivery.

Based on the results of the Conference, a final resolution was adopted to be presented to D.Rogozin, the Chairman of the State Commission for Development of the Arctic, to the ministries and departments of the Russian Federation involved in the implementation of the Northern Delivery. Among the participants of the Conference were: Victor Ikonnikov, Deputy Governor of the Arkhangelsk Region for strategic planning and investment policy; Andrey Kozlov, Deputy Director of the Department of State Policy in Maritime and River Transport, Ministry of Transport of the Russian Federation; Julia Zvorykina, adviser to Sergey Aristov, the State Secretary - Deputy Minister of Transport of the Russian Federation; Alexander Agarkov, Deputy Head of the Department of Energy and Energy Saving, Ministry of Housing and Communal Services and Energy of the Republic of Sakha (Yakutia); Semyon Vinokurov, Minister of Transport and Road Facilities of the Republic of Sakha (Yakutia); Alexander Bryntsev, Deputy General Director for Northern Projects, PJSC Sovfrakht.
