About the program

The primary objective of the Program is to cultivate highly qualified professionals in the domain of international economics and trade. These individuals will possess the ability to engage in creative and innovative problem-solving, demonstrate flexibility in adapting to dynamic and evolving conditions, and execute trade negotiations with efficacy and precision.

The program is designed to enhance professional competencies in developing and implementing strategic tools for economic regulation and foreign economic relations. The course will provide participants with the necessary knowledge and practical skills for effective work in public administration and business. Participants will be trained in the fundamental principles of negotiation and agreement-making.

Graduates will possess the capacity to contribute to the formulation and implementation of the nation's trade policy, thereby actively participating in the promotion of its economic advancement.

The proposed program for training negotiators is unique in the higher education market of the Commonwealth of Independent States (CIS) countries, as well as in Central and Eastern Europe.

The program is based on a distinctively practical methodology for the examination of trade policy and international regulatory issues. A central component of the learning process is an interactive approach, incorporating thematic discussions and simulation exercises designed to model authentic negotiation scenarios. Participants in the program will have the opportunity to immerse themselves in the contemporary discourse of trade policy, receiving up-to-date information on critical aspects of the foreign economic agenda.

The curriculum places a strong emphasis on the study of contemporary methods of economic analysis, using state-of-the-art computational tools. This approach equips graduates with the ability to systematically evaluate the economic implications and costs associated with trade policy decisions and economic regulatory measures. Specialized instruction is provided to enhance proficiency in international negotiation techniques and dispute resolution strategies, skills which are essential both in professional contexts and daily life.

The proposed flexible learning model will enable students to independently select academic disciplines in accordance with their professional objectives. This approach allows students to either immerse themselves in the processes and methodologies of international negotiations or investigate the driving factors of economic and trade policy through the application of quantitative analysis and econometric modeling.

The training is provided by leading teachers, experts and practitioners in the field of trade policy and international negotiations.

For several years, faculty members have been responsible for the administration and execution of the Master's program in Trade Policy at a prominent Russian university. In 2023, this institution secured a ranking of 64th position out of 200 in the annual compilation of the world's leading graduate schools in international trade, as published by the Hinrich Foundation.

The newly established Master's Degree Program at  the RFTA is specifically tailored to meet the practical requirements of governmental entities and corporations involved in international trade.

Practice

The program offers students the opportunity to undertake research and production internships at specialized government agencies of the Russian Federation, as well as other relevant organizations, including:

  • The Ministry of Economic Development of the Russian Federation (including the Department of Trade Negotiations),
  • The Ministry of Industry and Trade of the Russian Federation,
  • The Permanent Mission of the Russian Federation to the World Trade Organization (WTO) in Geneva, Switzerland,
  • The Center of Expertise on WTO Issues,
  • The Center for Trade and Political Studies of the Russian Academy of Sciences,
  • The Eurasian Economic Commission.
The recommended proficiency level in English is at least C1 (advanced).

Career opportunities

  • Graduates of the Master's Degree program in modern trade policy, equipped with international negotiation skills, will be in high demand in the following sectors:
  • Governmental agencies, particularly within the Ministry of Economic Development of the Russian Federation, as well as the Ministry of Industry and Trade of the Russian Federation, the Ministry of Agriculture of the Russian Federation, and the Ministry of Energy of the Russian Federation, among others.
  • International organizations, including the Eurasian Economic Commission and the World Trade Organization, as well as economic entities within the United Nations system to which Russia is a member.
  • Legal firms and consulting organizations, whose service demand is increasing due to the departure of foreign consultants from the Russian market.
  • Public and private enterprises engaged in international trade activities.
  • Research institutions, such as the Russian Academy of Sciences, the Center for Trade and Political Studies at the Higher School of Economics, and the Institute of Trade Policy at the National Research University Higher School of Economics.
 Curriculum by Year of Study
The first year of the Program focuses on an in-depth study of economic theory, international public law, and the fundamentals of trade policy. Students are required to master specific trade and political terminology, as well as the techniques of conducting negotiations in English. 

The curriculum includes the following key components:

  • Economic Policy Objectives and Instruments (First Semester)
  • Professional English for International Trade Negotiations (First Semester)
  • Economics of International Trade and Trade Policy (First and Second Semesters)
  • Public International Law (First and Second Semesters)


The curriculum also aims to provide an in-depth understanding of the principles governing the international trading system, including the World Trade Organization (WTO) framework, as well as the primary directions of international trade negotiations, including the costs and benefits of participation for national economies. This includes:
  • International Regulation of Trade in Goods, Services, and Investments (First and Second Semesters)
  • WTO Law and Practice (Second Semester)
  • Additionally, students develop skills in using quantitative analysis and econometric modeling to assess the effectiveness of trade policy, through the following courses:
  • Econometric Modeling in Trade Policy (First and Second Semesters)
  • Data Analysis in International Trade (Second Semester)

Second Year

The second year of the Program involves an intensive study of the mechanisms of trade policy and business decision-making. Students develop the ability to identify key issues in negotiations, prevent the achievement of multilateral trade agreements, and apply critical approaches to resolving contradictions and achieving mutually beneficial outcomes. 

The curriculum includes:

International Negotiations: Theory and Practice (Third and Fourth Semesters)

Students have the option to choose one of two learning paths based on their professional interests and career preferences:

1.      Module: "Negotiator" (Third and Fourth Semesters)

2.      Module: "Analyst" (Third and Fourth Semesters)

Elective subjects are also available. 


Program Supervisors and Coordinators

Isachenko Tatiana Mikhailovna

Tatiana MikhailovnaIsachenko is the scientific supervisor of the program, holding the academic title of Doctor of Economics and serving as a professor at the Department of International Economic Relations and Foreign Economic Relations named after N.N. Liventseva at the Moscow State Institute of International Relations (MGIMO) of the Ministry of Foreign Affairs of the Russian Federation.

With extensive teaching experience at both Russian and international universities and business schools, Dr. Isachenko is a member of the Editorial Boards of several prestigious scientific journals, including the Bulletin of St. Petersburg State University, Horizons of Economics, and Trade Policy in Russia, as well as the International Journal of Trade and Global Management and International Journal of Economic Policy in Emerging Economies abroad.

Additionally, Dr. Isachenko is an active member of the Russian Association of International Studies (RAMI). She was awarded the Medal "For Distinction" by the Ministry of Foreign Affairs of the Russian Federation in 2019.

Mochalova Alexandra Igorevna

Alexandra IgorevnaMochalova holds the position of Coordinator of the Expert and Methodological Issues Program and serves as a consultant to the WTO Expert Center, a role she held until 2020. Prior to this, she was an Advisor to the Department of Trade Negotiations at the Ministry of Economic Development of the Russian Federation. Ms. Mochalova has been a frequent invited expert at various international forums, including the WTO Public Forum, Geneva Trade Week, and APEC events.

She has been commended by the Minister of Economic Development of the Russian Federation on three occasions: in 2017, 2019, and 2021. Additionally, in 2020, she received recognition as an Assistant to the President of the Russian Federation.

Stanislav Gabriel Arnett

Stanislav Gabriel Arnett is the Coordinator of the Organizational Work Program and an Expert at the Non-Governmental Organization "Center for Expertise on WTO Issues." He holds a Master's degree in International Trade Policy from the Higher School of Economics and a Bachelor's degree in International Economic Security from the Peoples' Friendship University of Russia (RUDN University). Arnett has completed an internship at NRA International GmbH in Vienna, Austria. He has obtained WTO certificates for courses on trade, circular economy, and digital commerce.

Arnett is a recipient of the In. I. Potanin Scholarship and the scholarships awarded in the name of N. N. Gusakova. He has authored several scientific articles on international trade, economic security, digital trade, and digital currencies. His language specialization includes English, German, and Spanish.
