Home About Academy All events On April 19-20, 2017, Eurasian Economic Commission held a seminar on the topic "Cooperation of the EAEU Member States with the OECD in the context of development of integration agenda of the Union. The opportunities to implement the best practices of the OECD in the work of the EAEU." The seminar was organized with participation of the Russia-OECD Club of the RFTA under the Ministry for Economic Development of the Russian Federation and the Center for Competence and Analysis of Standards of the OECD of RANEPA.

On April 19-20, 2017, Eurasian Economic Commission held a seminar on the topic "Cooperation of the EAEU Member States with the OECD in the context of development of integration agenda of the Union. The opportunities to implement the best practices of the OECD in the work of the EAEU." The seminar was organized with participation of the Russia-OECD Club of the RFTA under the Ministry for Economic Development of the Russian Federation and the Center for Competence and Analysis of Standards of the OECD of RANEPA.


In a welcoming speech on behalf of Igor Shuvalov, the First Deputy Prime Minister of the Russian Federation, it was noted that integration into the world economy requires a "conversation in one language" with partner countries. The best OECD practices contribute significantly to such interaction. Within the framework of the event, the representatives of ECE, government officials of member countries, experts and business representatives discussed the inclusion of OECD standards in trade agreements of the Union with third countries, the ways to improve the domestic market through the use of OECD best practices, the necessity for developing responsible business practices.



They also touched upon the development of the unified digital space of the EAEU, the need for harmonization of regulation on protection of personal data, localization requirements, etc. It was noted the importance to improve the system of public administration and competition legislation both at the supranational level and in the EAEU member countries. The attention was paid to the development of environmental policies in the EAEU, to the necessity of a harmonized approach to the waste market development and to implementation of measures to stimulate "green" economy. According to V. Nikishina, the Minister of Trade of the ECE, in the course of the dialogue with the countries of the ‘Eurasian five’ and the units of the Commission, it is important to determine common approaches to the introduction of OECD standards at the supranational level, which will improve the efficiency of the EAEU. The Commission may also become a platform to exchange experiences and discuss issues of national agendas of EAEU states.



Within the framework of Session 1 "Benefits from the use of OECD tools" A. Levashenko, the expert of the Russia-OECD Club of the RFTA spoke about the benefits of cooperation between the EAEU and the OECD and about the possibilities of using OECD standards within the Union.
A. Koval , the Director of the Russia-OECD Club of the RFTA spoke about the international rules of export financing, defined in the OECD Agreement on State Support for Export Credits.
A. Spartak, the Head of the academic department of International and Foreign Trade of the RFTA with the Ministry of Economic Development of the RF made a presentation on inclusion of the OECD standards in regional trade agreements, stressing the need for greater involvement of the EAEU in negotiations on regional trade agreements.


I. Ermokhin, the Expert of the Russia-OECD Club of the RFTA showed the possibility of using the OECD Services Trade Restrictions Index (STRI) both to create a single service market within the Union and to liberalize trade with third countries.


A.Knobel, the Director of the Institute of International Economics and Finance with the RFTA of the Ministry of Economic Development of the RF gave an assessment of macroeconomic consequences of reducing barriers for development of domestic markets based on OECD approaches.


Within the framework of Session 4 "Principles of Responsible Business", the experts from the Russia-OECD Club of the RFTA and other participants of the discussion analyzed the possibility of using OECD standards in taxation, corruption fighting, responsible business practices and corporate governance in the EAEU. The second day of the seminar began with the session on antimonopoly regulation, within the framework of which, M. Logvinova, the expert of the Russia-OECD Club of the RFTA made a presentation on the prospects of applying OECD standards to competition within the EAEU.


Within the framework of Session 7 "Energy Efficiency and" Green Economy ", the experts from the Russia-OECD Club of the RFTA discussed the opportunities to create a single market of solid household waste in the EAEU area.


A. Koval , the Director of the Russia-OECD Club of the RFTA spoke about the OECD standards in the field of the digital economy and about the possibility of using thereof within the Union with a view to creating a cross-border area of trust and harmonization of the digital agendas of the EAEU member states.


As a result of the event, the Eurasian Economic Commission, with the support of experts, including the RFTA and RANEPA, is planning to develop a package of proposals on inclusion of the OECD tools and principles for use in the EAEU.
